Kebijakan Pengendalian Belanja Pegawai Pemerintah: Tinjauan Literatur Sistematis Kritis Mengenai Efektivitas, Efisiensi, dan Dampaknya Terhadap Kinerja Sektor Publik

Belanja pegawai pemerintah (government wage bill) merupakan salah satu komponen pengeluaran publik terbesar yang memegang peran strategis dalam penyelenggaraan negara, sekaligus menjadi tantangan utama dalam menjaga stabilitas fiskal. Penelitian ini bertujuan untuk menganalisis secara komprehensif efektivitas berbagai kebijakan pengendalian belanja pegawai terhadap keberlanjutan fiskal, kontribusinya terhadap efisiensi organisasi, serta dampaknya terhadap kualitas pelayanan publik. Menggunakan metode Systematic Literature Review (SLR) dengan kerangka PICO dan pedoman PRISMA, studi ini mengevaluasi 42 artikel ilmiah bereputasi internasional yang dipublikasikan antara tahun 2008 hingga 2026. Hasil sintesis literatur menunjukkan bahwa kebijakan pengendalian belanja pegawai, seperti expenditure control, pembatasan rekrutmen (hiring freeze), dan reformasi kompensasi, terbukti efektif mendukung keberlanjutan fiskal jangka panjang apabila diprioritaskan pada efisiensi teknis dan realokasi anggaran ke sektor investasi produktif, bukan sekadar pemotongan nominal secara ad-hoc. Namun demikian, kebijakan yang terlalu restriktif berpotensi memicu ketimpangan upah publik-swasta, menurunkan motivasi kerja, serta melemahkan kapasitas administrasi dalam penyampaian layanan publik dasar. Penelitian ini menyimpulkan bahwa keberhasilan tata kelola belanja pegawai mensyaratkan adanya keseimbangan yang dinamis antara disiplin fiskal dan penguatan kapasitas kelembagaan berbasis merit. Rekomendasi kebijakan diarahkan pada perancangan reformasi birokrasi struktural yang terintegrasi dengan transformasi digital guna mencegah penurunan kualitas pelayanan publik.
